10 August 2026 - Amendment 2 Solicitation (SF 30), Performance Work Statement Amend 1, Wage Determinations for potential locations, and drawing 527 000 00 03 S4K Geislinger Coupling Gear added to attachments. The PWS was amended to include new information under Section M, Evaluation Factors for Award, to include but not limited to, information regarding Location Adjustments. Additionally, another drawing was attached regarding Reduction Gear overhaul section 5.11.2 of the PWS . Wage Determinations for potential work locations have also been added. However, the awardee will recieve the official WD for this contract upon award, as the location is still unknown currently. 7 August 2026 - Ship Check 0900, 10 August 2026 vessel will be docked at Terminal 2 Portland, OR during this period. 27 July 2026 - Ship Check 0900, 11 August 2026 vessel will be conducting operational dredging between Terminal 2, Portland, OR and Port of Astoria, OR during this period. Interested attendees shall provide notice to the Contract Specialist three days prior to the visit for a firm meeting location. 24 July 2026 - Amendment 1 solicitation (SF 30), Performance Work Statement, and Price Schedule added to attachments. Section 5.7.2, Bow Thruster - Inspection, Oil, and Seal Change , has been moved to CAT B. Otherwise, all changes within PWS will show a strike through of previous information and new information in red text. 23 July 2026 - Removed incorrect attachment and replaced with correct attachment. Both Labeled Hundstead Technical Manual for Marine Gear CPG 12 . PLEASE NOTE: If you downloaded the attachment before 12:15P Pacific on 23July that is the incorrect copy and you will need to obtain the correct copy which is now attached. 22 July 2026 - Updating to add reference materials as mentioned within the PWS. The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm fixed price Job Order under a Master Ship and Repair Agreement (MSRA) for overhaul, maintenance, and repair to the Dredge YAQUINA. Major work items that may be associated with the overhaul and dry docking can be found at the bottom of this announcement. The complete list can be found within the attached invitation for bid (IFB). SITE VISIT (Ship Check): For a Contractor to be determined responsible and eligible for award, a representative of the contractor MUST attend one of the available site visits. The dates for the site visits are: 21 July 26 – Coos Bay, Oregon Note: More site visit dates TBD If a Contractor would like to request a different day to meet their travel requirements, that can be arranged with 5 days of advanced notice. The actual pickup locations will be confirmed within 3 days of each visit, with the vessel location intended to be no more than 90 minutes away from Portland, Oregon. Site visits will begin promptly at 9:00 AM Pacific Time. All offerors will be required to wear Personal Protective and Safety Equipment (PPE) that meets the requirements of EM 385-1-. 1. PPE WILL NOT be provided by USACE. The Dredge Yaquina is currently in the operational dredge season. Due to the current operational schedule, the details for the location of the site visit dates above are subject to change. Some of the potential locations will require a Transportation Worker Identification Certification (TWIC) card to obtain entry, if you do or do not have a TWIC card, please make the Point of Contact aware of this information. All overhaul work shall be performed at the Contractor's facility. The Government will deliver the vessel to the contractor facility. Upon completion of the overhaul, USACE personnel will conduct dock and sea trials which the vessel must pass prior to delivery and acceptance of the vessel back to the Government. Prospective contractors must have, or be capable of, entering into an MSRA with USACE, Portland District. Every prospective contractor that wishes to be considered for the award of the job order from this IFB must have an active MSRA with Portland District prior to award. If a prospective contractor wishes to submit a bid for this job order and has not already entered into a MSRA for overhaul of the vessel with the Portland District, then please contact Ms. This IFB is issues on a full and open competition basis in electronic format only.
