A new user needs a path. Without a path, they may jump from SAM registration to random bidding to frustration. A 90-day plan makes the education usable and turns confidence into action.
The first 90 days are not about becoming a giant contractor. They are about building the foundation: readiness, profile, market lane, pipeline, outreach, analysis skill, and one or two realistic actions.
Learn
Days 1–15 focus on understanding the map and business readiness. Days 16–30 focus on registration, codes, profile, and file setup. Days 31–45 focus on market research and opportunity screening. Days 46–60 focus on capability statement and outreach. Days 61–75 focus on opportunity teardown, bid/no-bid, and proposal/quote basics. Days 76–90 focus on one realistic response, subcontracting target, or Sources Sought/RFI response plus a lessons-learned review.
A beginner does not need a complex enterprise system. They need a repeatable rhythm: search intentionally, save documents, analyze fit, track decisions, follow up professionally, record proof, review weekly, and improve. The operating system is what prevents random activity from pretending to be progress.

A small facilities maintenance company starts with zero GovCon experience. By day 30, it has SAM registration in progress, NAICS/PSC targets, a file library, and a capability statement draft. By day 60, it has a market map, 15 contacts, and a prime outreach message. By day 90, it has responded to one Sources Sought and analyzed three solicitations without chasing bad fits.
Expanded worked example: A small business chooses one lane, such as grounds maintenance. It creates a folder structure, market map, buyer list, capability statement, opportunity tracker, bid/no-bid log, pricing assumptions log, and weekly review appointment. After 90 days, it can explain what it learned, which buyers matter, which requirements are realistic, and what it will pursue next.
